活动背景：

背景1、在全球化竞争日益激烈的今天，企业合规不仅是一种法律要求，更是企业可持续发展的基石。合规建设能够帮助企业规避风险，提升企业形象，增强市场竞争力。

2023年由上海市检察院、上海市工商联联合发起的中小企业合规创建指引（沪联（2023）26号文）暨动员部署会议，更加说明监管层面对于当前经济复苏背景下，企业高质量发展、企业合规建设的高度重视以及紧迫性。

（In today's increasingly fierce global competition, corporate compliance is not only a legal requirement, but also the cornerstone of sustainable development for enterprises. Compliance construction can help enterprises avoid risks, enhance their corporate image, and enhance market competitiveness.

The 2023 Shanghai Procuratorate and Shanghai Federation of Industry and Commerce jointly initiated the Guidelines for Compliance Creation of Small and Medium sized Enterprises (Hu Lian (2023) No. 26) and mobilization deployment meeting, which further illustrates the high attention and urgency of regulatory authorities to the high-quality development and compliance construction of enterprises in the current economic recovery context）.

背景2、2020年，金税四期工程启动，税收管理信息化、智能化建设进入新阶段。金税四期的推进使得国家的现代化税收征管体系更加发达，实现“税费”全数据、全业务、全流程的“云化”打通，为智能办税、智慧监管提供了基础和条件，实现“以票控税”向“以数控税”的转变。税收征管制度的发展在便利企业缴税、征税机关核查的同时，必然使得部分非规范经营企业的法律风险成倍增加。
